If you're moisturizing constantly and your face is still dry, I would stop assuming the answer is:
more moisturizer.
At least for a minute.
Something may be continually stripping or irritating the skin faster than you're replacing what it loses.
Look at cleansing first
Are you using:
foaming cleanser
hot water
cleansing twice
double cleansing
washcloths
scrubs
every day?
You may be washing far more aggressively than your skin needs.
Especially if you're not wearing heavy makeup or sunscreen that actually requires it.
Then look at exfoliation
Retinoids.
Acids.
Vitamin C.
Scrubs.
Peels.
Enzyme masks.
You can call something “skin renewal” while your face calls it please stop.
Dryness isn't always insufficient skincare.
Sometimes it is too much skincare.
Your environment matters
Winter is obvious.
Cold outside.
Dry heated air inside.
Wind in between.
But air conditioning can do the same thing in summer.
Your skin is continuously exchanging water with its surroundings.
Humidity matters.
You may need a richer product
If everything else looks reasonable, the moisturizer itself may simply be too light.
This happens all the time with people who are scared of putting fat on their face.
They keep applying tiny amounts of watery gel because anything richer feels psychologically illegal.
Meanwhile their skin is dry.
Sometimes the answer is fat.
You can use different moisturizers in different places
Dry cheeks.
Oilier forehead.
You don't need to apply exactly the same amount of moisturizer everywhere.
Use more where you're dry.
Less where you're not.
The face is not one homogeneous piece of skin.
The question I would ask
Not:
What product am I missing?
First ask:
What is drying me out?
Then fix that.
Much cheaper.
